• fix: system rebuild to change time.timeZone & i18n.defaultLocale have been refactored. Now configuration.nix default path instead of fixed path in modules/nixos/l10n
• added tracker crate into system_10n page
• added gsettings connect_changed clojure for datetime switchers
  
• DIsplayed only ready panels on sidebar
• just command now builds app at ~.loca/ folder instead of ./builddir/install

@rafanochi @bemeritus @akmal just reconfigure qilib olinglar main branchda pull qilganilarda. Endi binary ~/.local/bin/settings boʻladi. Odatdagidek just run qilaverasizlar, shunchaki eslatma
